Hi, I am wondering how to look at planetary phases in a solar return chart. In the natal chart (inner wheel), Venus is balsamic to Pluto and in the solar return chart Venus is also balsamic Pluto, but transiting Venus is in a new phase to natal Pluto so with this solar year, Venus is in a new phase to Pluto right? The following year Venus is retrograde in Libra, which then has me wondering if we even consider phases in solar return charts. Thanks for any input.

I do not remember JWG teaching phases with Solar Return charts. However, you are reading this correctly. To me this reflects you evolving your Venus function from balsamic to new in this lifetime.
When Venus is retrograde the following year in Libra, this can mean that your Soul is re-working through the new changes within in your relationship connections, as well as the inner relationship with yourself, needing to always maintain BALANCE ~ a big lesson in this life, given there are themes of over-giving and sacrificing your needs for the sake of others.
In essence, you are culminating old karmic dynamics and relationships, while also trying new ones on for size.
