I have a weird question when looking at phases. As an example, I’m looking at a crescent phase square between Mars 10th/Venus 1st. JWG mention for this aspect: “The internalized compression within this phase produces an inner awareness of what the new individual structure or forms are that have become progressively refined through the preceding phases and aspects. These individual forms or structures reflect the initial evolutionary intention in the New Phase”
Regarding the statement underlined above, assuming someone had Mars in the 10th Sag, and Venus in the 1st Pisces—do you actually go back and see when they were in conjunction prior to the square to know what the new phase intention actually was by house/sign/aspects?
In a birth chart, this would have occurred prior to the birth of the soul in that specific incarnation – so I am trying to understand if the intention at the new phase came from previous lives, or exactly how to bring to light exactly what the new intention actually was.
Any feedback or help will be greatly appreciated.

Sorry for the delay as I see you posted this a while back before anyone responded.
This is a fascinating question. I don't know if I am the best person to answer, but I'll share what I do understand and will ask @kristin or @deva to chime in please.
If you are looking at a natal chart, while I'm sure there may be some insight in exploring this, to my knowledge JWG never taught on this. What he means by the new phase, expanding on what LittleAprilShower identified, is that the current natal position of these 2 planets, their sign, house and the aspect/phase they make with each other reflects what is currently playing out in this lifetime relative to the entire journey that has come before leading to this life.
In prior lives that doesn't literally mean there was a conjunction between the two planets in some sign that would be parallel to the transits if you tracked back in time to find the most recent conjunction. It doesn't even mean you might find a literal conjunction in some past life chart. The way these archetypes interact and unfold within can express in a multitude of ways involving multiple sign/house placements as well as other planets.
In your example, lets say for now you are referring to a first quarter square, which means that this is the first quarter phase within the context of a full 360 degree cycle. In the natal chart the beginning of the phase would be indicated by the placement of the natal Mars in Sag in the 10th. That's the baseline and reflects the Mars desire dynamics operative as the base reference for this first quarter square.
That's how I intuitively understand it, but I want to create some space since I don't have any personal recollection of JWG teaching on this. Be great to hear Kristin or Deva offer their response here too.
